If you have been using the iPhone for a long time, there are many apps who have changed their functions/specifications before you know it. Safari is representative of this, with a limit on the maximum number of tabs initially supported, but there is currently no iOS 14, and since iOS 13.4, the time to store data in local storage has been reduced to 7 days.
It should be more known that the file download specification has been changed, as attention has been focused on the gorgeous new features and it is necessary to make the sober features often go too. Safari didn't initially support downloads for files, but later added the download feature to iCloud Drive, allowing you to choose "in this iPhone" as your download destination when you're on iOS 13.
This means that files downloaded in Safari will be saved → the location → the "Download" screen in the "Settings" and "Safari" screens. When the file is needed, the file management app "File" is used to open the folder specified on the "Download" screen in the app or send it by email.
By default when you select "In this iPhone", the downloaded files will be saved in the "Downloads" folder. You can reach it by displaying the browse tab in the "Files→ app and opening the screen in the order of "Download" in "In this iPhone".
If you just want to open the downloaded app, tap the [↓] button on the right side of safari URL bar to display the download list. By default, it disappears after 1 day, but you can open it in the app corresponding to the downloaded document.
